The Irish, who said “nyet” to EU-Lisbon, are visiting Denmark, to try to learn compromise possibilities from the original nyetsayers, to EU-Maastricht.
Supposedly, Dublin wants to follow Copenhagen’s original idea of opting out from certain points of the agreement.
But, as Lisbon was so painstakingly watered down from the original Maastrict treaty that it’s not called a treaty itself, how will this sit with the rest of the EU? Well, it would require the approval of all 26 other EU partners.
Even though this is more Articles of Confederation than Constitution, to analogize to the U.S., this IS rocket science. For Lisbon to go into full effect requires unanimity. Remember, the Founders only required a 2/3 approval after Philadelphia 1787.
If the EU winds up having to go back to the drawing board again, should Lisbon ultimately hit the wall, I wonder if that won’t be considered — a 2/3 vote and let the nyetsayers stay out in the cold.
